Envia uma resposta ao cliente ou registra uma nota interna privada.

Parameters

`content`	string	Message text or HTML (max 50,000 chars)
`private`	boolean	True for internal private notes (not sent to customer)
`attachment_ids`	array[string]	Array of uploaded attachment UUIDs to attach
